ANNUAL GENERAL MEETING

Minutes of meeting held on Tuesday 10th May 2022

Venue: Corse and Staunton Village Hall Annexe

Time: 7:30pm

Present: Councillors; J. Millar, D. Williams, B. Allen, M. Fuller, D. Peach, G. Moseley (County Councillor), P. Burford (District Councillor), B. Buck (Corse Parish Council Representative), G. Millar (Clerk) and 7 Parishioners.

 

1.    Chairman’s Welcome

Cllr Millar welcomed all present.

 

2.    Receive Apologies

Apologies were received from District Councillor, Brian Lewis.

 

3.    Declarations of Interest

None declared.

 

4.    To Elect a Chairman

Cllr Millar explained that she was willing to stand as Chair of Staunton Parish Council.

The vote was unanimous in favour of Cllr Millar. This was proposed by Cllr Fuller and seconded by Cllr Allen.

 

5.    Chairman to sign the Acceptance of Office

The Acceptance of Office was duly signed.

 

6.    To elect a Vice-Chairman

Cllr Williams explained that he was willing to stand as Vice-Chairman of Staunton Parish Council.

The vote was unanimous in favour of Cllr Williams. This was proposed by Cllr Peach and seconded by Cllr Allen.

 

7.    Vice-Chairman to sign the Acceptance of Office

The Acceptance of Office was duly signed.

 

8.    Approval of General Policies

All General Policies to include the Standing Orders, Document Retention Policy, Privacy Policy and Risk Register were approved by the Council. This was proposed by Cllr Williams and seconded by Cllr Fuller.

9.    Approval of Finance Policies

All Finance Policies to include the Financial Regulations, Grants Awarding Policy and Asset Register were approved by the Council. This was proposed by Cllr Peach and seconded by Cllr Williams.

10.Approval of Personnel Policies

All Personnel Policies to include the Code of Conduct, Training and Development Policy, Complaints Procedure and Planning Advisory Committee Terms of Reference were approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Fuller.

11.Approval of Third-Party Personnel Policies

All Third-Party Personnel Policies to include the Publication Scheme, Press/Media Policy and Subject Access Policy were approved by the Council. This was proposed by Cllr Williams and seconded by Cllr Allen.

 

12.Councillor Delegation Arrangements

All Councillors approved the delegation arrangements for 2022/2023, and are to remain the same as 2021/2022.

13.Insurance

Subject to receiving a requested bespoke policy quote to cover Staunton Parish Council’s increased asset value, all Councillors agreed to keep Zurich as the Council’s insurance provider.

 

14.Subscriptions

It was agreed by all Councillors to continue Staunton Parish Council’s subscriptions relating to the running of the Parish Council website and to GAPTC for 2022/2023. 

 

15.Any Other Business & Public Participation

No items were raised.

 

16.Conclusion

Cllr Millar thanked all for attending and formally closed the meeting.
