Minutes of meeting held on Tuesday 10th September 2019

Present: Councillors; J. Millar, D. Williams, B. Allen, A. Fardon, E. Bradbury, D. Peach, M. Fuller, B. Lewis (District Councillor), P. Burford (District Councillor and Corse Parish Council Representative), G. Millar (Clerk) and 4 Parishioners.
1. Chairman’s Welcome
Cllr Millar welcomed all present. Proceedings for future meetings were then explained by Cllr Millar, including the inclusion of District and County Councillor reports as a regular agenda item on Staunton Parish Council bi-monthly meeting agendas. It was then requested that between District Councillor Philip Burford and District Councillor Brian Lewis it be decided who will attend and provide such report.
2. Receive Apologies
Apologies were received from County Councillor Will Windsor-Clive and Parishioner, Irene Carroll.
3. Declarations of Interest
None declared.
4. To confirm the minutes of the previous bi-monthly meeting held on Tuesday 9thJuly 2019
The minutes of the previous bi-monthly meeting held on Tuesday 9th July 2019 were proposed by Cllr Allen and seconded by Cllr Fuller to be accepted as a true record.
5. Quiz
Cllr Allen stated that the next fundraising quiz night will be held on Wednesday 18th September. Raffle prize donations were also requested.
Cllr Allen then explained the new card payment system that will be available from the next quiz night highlighting its time saving benefits and convenience for those attending.
A provisional date of Wednesday 20th November has also been suggested for a Christmas quiz night.
6. Highways
Cllr Millar explained that the white road markings at the mini roundabout in Staunton have been redone and the Lengthsmen have cleaned all major road signs.
It was then noted that the developers sign once located on the corner of Prince Crescent has now been removed having contacted Highways regarding its unsafe siting.
A replacement road sign has also been requested following the incident at Moat Lane which was highlighted during Staunton Parish Council’s previous meeting held in July.
Cllr Bradbury also noted that a bollard in O’Connor Close is still down and needs repairing and Parishioner, Sue Jeffries noted that the football netting at the playing fields has been damaged.
7. Donations
It was acknowledged that all organisations donated to in July have thanked Staunton Parish Council.
Staunton Parish Council has since received an additional donation request from the playing fields. After a discussion took place it was agreed that a £500 donation be made by the Council. This was proposed by Cllr Allen and seconded by Cllr Peach.
8. Footpaths
Cllr Williams stated that the audit of Staunton’s footpaths has now been completed. A copy of the audit shall now be sent to Gloucestershire County Council. The audit can also be viewed on Staunton Parish Council’s website: www.stauntonandcorse.co.uk.
9. P1232/18/OUT – Yew Tree Cottage Site on Gloucester Road
Cllr Millar asked all Councillors to discuss a proposal to reduce the speed limit to 30mph between Corse and Staunton Village Hall on the A417 and Ledbury Road to improve road safety with the increased traffic from the new development.
After a discussion took place it was agreed that the Clerk should contact County Councillor, Will Windsor-Clive regarding this matter and proposal.
10.Local Plan 2021-2041 Issues and Options Consultation
Cllr Millar explained the upcoming Local Plan consultation period and welcomed all to make their comments, with further background and information then provided by District Councillor, Philip Burford. He encouraged all to give a lot of time and consideration to this consultation and any comments made.
11.Affordable Housing Supplementary Planning Document Consultation
Cllr Millar introduced the consultation and encouraged all who wished, to provide their comments for submission by the Clerk.
It was then queried regarding the advertisement of Staunton and Corse C of E Academy when new developments are to be built in the Village when it is nearing capacity and unable to fund any additional classrooms. District Councillor, Philip Burford noted that in order for Staunton and Corse C of E Academy to expand they would be able to apply for S106 funding; however, this is a County Council matter.
12.Staunton and Corse Patient’s Group
The Patient Participation Group (PPG) meets bi-monthly and acts as a ‘go between’ for patients and the Surgery. Parishioners should feel free to contact the PPG if they have questions or concerns about access to the Practice and how it is run. Contact is via the Suggestion Box in the foyer at the surgery or by email to sandc.ppg@nhs.net. All queries are passed to the Surgery Manager, Sarah Bryant, who will decide how best to deal with individual issues. However, we should point out that any personal health issues MUST be addressed directly to the Surgery staff or your doctor and not the PPG.
Clinical Pharmacist: Mina Patel is the new Clinical Pharmacist recruited by the Practice and will be in attendance for 3.5 days per week, Monday through to Thursday mornings. The Clinical Pharmacist is currently only offering appointments to patients who are prescribed four or more different medicines, however, over the coming weeks and months we will see her role develop.
Automatic Entrance Doors: Mentioned in the previous update, this is an ongoing issue and, whilst it may seem that little has happened, behind the scenes the Practice is continuing to pursue their enquiries and you will be kept informed once a decision has been made on how to implement the change.
Care Quality Commission (CQC): The annual regulatory review consisting of a telephone interview with the Practice has been carried out. This was described as ‘positive and engaging’ with the Practice’s approach to dealing with patient frailty issues, childhood immunisation uptake and the setting up of a Domestic Violence Champion receiving particular praise. The final outcome was good with no issues flagged up as needing attention, so the Practice received the normal conformation letter.
Cinderford Hospital. ‘Fit For The Future. Engagement’: The ‘Fit For The Future Booklet: A New Hospital For The Forest of Dean’ can be found in the Surgery Waiting Room. There is a survey document to accompany the booklet for you to have your say on the future services, as no decisions have yet been made about what services will be provided, or how many beds there will be. The survey needs to be completed by Monday 14th October 2019 if you wish to make your views known. It can also be found online at https://www.smartsurvey.co.uk/s/FFTF-ANewHositalFoD/.
2019 FLU CLINICS: The Practice apologises for the late release of information on the proposed dates for this years flu vaccination clinics. Unfortunately a delay on the release of the flu vaccines means that no plans can be made until delivery is confirmed. There is once again going to be two vaccines; one for the 65s and over and a different vaccine for the under 65yrs.
The ‘65s and over’ vaccine is being delivered on the 12th September and the Practice will run two clinics at The Surgery, one on Saturday 28th September and another on Saturday 12thOctober. Both sessions will run from 08:30hrs to 13.30hrs and patients need to TELEPHONE IN ADVANCE TO SECURE AN APPOINTMENT.
Flu Clinic patients with mobility issues can park at the surgery as usual, for all other Flu Clinic patients parking has been arranged in the ‘Treona’ field opposite the road entrance to the surgery. THIS ARRANGEMENT ONLY APPLIES DURING FLU CLINIC SESSIONS.
No details have yet been given as to when the ‘under 65s’ vaccine is to be delivered, and for this reason no dates can be confirmed for the clinics. However, there will be three clinics run at The Surgery on a Wednesday afternoon and evening; one each in October, November and December. An appointment will again need to be booked in advance by telephone. Notices will be placed in the Practice and local noticeboards as soon as the dates are confirmed.
13.Finance
Cllr Millar stated that Staunton Parish Council’s bi-annual internal finance check has been successfully completed by Cllr Bradbury, with the next check to be completed in March 2020.
A bi-monthly bank reconciliation was then presented by the Clerk.

Cllr Millar also highlighted the current consultation concerning the renovation and redevelopment of Johnstone Close, with communications from the developer ‘Two Rivers’ cited for further information. They have expressed interest in attending a meeting of Staunton Parish Council to talk further regarding this matter.
After a discussion took place, it was agreed that Two Rivers should be invited to attend the January meeting of Staunton Parish Council.
15. Any Other Business
Cllr Allen highlighted interest that has been shown from a Parishioner in joining Staunton Parish Council when there becomes a vacancy.
16. Public Participation
District Councillor, Brian Lewis stated that if anyone has any concerns regarding the Yew Tree Cottage planning application and the reserved matters these should be directed towards Corse Parish Council.
