ANNUAL GENERAL MEETING

Minutes of meeting held on Tuesday 12th May 2020

Venue: Zoom (Due to Covid-19 pandemic)

Time: 7:30pm

Present: Councillors; J. Millar, D. Williams, D. Peach, B. Allen, M. Fuller, G. Millar (Clerk).

 

1.    Chairman’s Welcome

Cllr Millar welcomed all present and explained the evening’s proceedings.

 

2.    Receive Apologies

Apologies were received from Cllr Fardon, District Councillor, Philip Burford and District Councillor Brian Lewis.

 

3.    Declarations of Interest

None declared.

 

4.    Standing Orders

Staunton Parish Council’s Standing Orders for 2020/2021 were approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Fuller.

 

5.    Financial Regulations

Due to a clarification required regarding financial regulation 2.2, the Council agreed to postpone approval of this document until Staunton Parish Council’s next full meeting in July.

 

6.    Councillor Delegation Arrangements

All Councillors have agreed the delegation arrangements for 2020/2021. This was proposed by Cllr Williams and seconded by Cllr Allen. A copy of these arrangements can be found at www.stauntonandcorse.co.uk .

 

7.    Code of Conduct

Staunton Parish Council’s Code of Conduct for 2020/2021 was approved by the Council. This was proposed by Cllr Fuller and seconded by Cllr Peach.

 

8.    Asset Register

All Councillors approved Staunton Parish Council’s Asset Register. This was proposed by Cllr Fuller and seconded by Cllr Williams.

 

9.    Insurance

Staunton Parish Council’s insurance cover for 2020/2021 with Zurich was approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Williams.

 

10.Subscriptions

Staunton Parish Council currently only has one subscription, to Freeola who is our website provider. It has been agreed by all Councillors to continue this subscription for 2020/2021. This was proposed by Cllr Allen and seconded by Cllr Fuller.

 

11.Complaints Procedure

Staunton Parish Council’s Complaints Procedure for 2020/2021 was approved by the Council. This was proposed by Cllr Williams and seconded by Cllr Fuller.

 

12.Subject Access Policy

Staunton Parish Council’s Subject Access Policy for 2020/2021 was approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Williams.

 

13.Press/Media Policy

Staunton Parish Council’s Press/Media Policy for 2020/2021 was approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Williams.

 

14.Training and Development Policy

Staunton Parish Council’s Training and Development Policy for 2020/2021 was approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Peach.

 

15.Privacy Policy

Staunton Parish Council’s Privacy Policy for 2020/2021 was approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Williams.

 

16.Community Emergency Plan     

Clarification to be sought regarding the qualifications needed to be the designated first aider as part of Staunton Parish Council’s Emergency Plan. The Council have agreed to postpone approval of this document until this time.

 

17.Grants Awarding Policy  

Staunton Parish Council’s Grants Awarding Policy for 2020/2021 was approved by the Council. This was proposed by Cllr Allen and seconded by Cllr Peach.

 

18.Any Other Business & Public Participation

No items were raised.

 

19.Conclusion

Cllr Millar thanked all for attending and formally closed the meeting.
