Minutes of meeting held on Tuesday 12th November 2019

1. Chairman’s Welcome
Cllr Millar welcomed all present, including Staunton Parish Council’s invited speaker Jeff Wheeler of Cheltenham Motor Club.

4. To confirm the minutes of the previous bi-monthly meeting held on Tuesday 10thSeptember 2019
The minutes of the previous bi-monthly meeting held on Tuesday 10th September 2019 were proposed by Cllr Allen and seconded by Cllr Peach to be accepted as a true record.
5. Matters Arising:
Local Plan 2021-2041 Issues and Options Consultation
Cllr Millar stated that a comprehensive reply and comments were submitted by the stated deadline of 31/10/19 and are now available to view online on the Forest of Dean District Council’s website.
6. Cheltenham Motor Club – Three Shire Stages
Following the 2019 Three Shire Stages event, Cllr Millar introduced Jeff Wheeler of Cheltenham Motor Club to provide feedback regarding the 2019 event, plans for 2020 and their community fund.
A small part of Staunton is due to be used for the 2020 event which will be along Mill Lane towards Eldersfield which will be closed for the event. All residents on closed roads will be personally visited, provided with all necessary information, given a leaflet and handbook, which will include contact numbers should an emergency situation arise whereby emergency services will require access to properties along the route. Motorsport UK will be in contact with Staunton Parish Council regarding this road closure.
Advance notices will also be displayed on road signs to alert those who do not live along Mill Lane to the planned closure.
The community fund was then explained. This will be a fund which is annually available to all Parish Councils in the areas in which the Three Shire Stages event takes place. Any applications will be decided by a board of District Councillors.
7. County Councillor Report
County Councillor Will Windsor-Clive reported that pot holes and speeding are some of Gloucestershire County Council’s current main concerns. However, noted that where traffic regulation orders have been requested, these are expensive to undertake and require police consultation in order for any speed limits to be changed.
It was also noted that County Councillor, Will Windsor-Clive is no longer on the Police and Crime Panel, however, now sits on the Planning Panel.
Vice Chairman Cllr Williams was then thanked for the submission of the footpath audit and assured that it has been passed onto the relevant department.
8. District Councillor Report
District Councillor Philip Burford reported of the imbalance in policing between the conviction of criminals and domestic incidents, with work being done to alter this.
It was also stated that the Forest of Dean District Council has been making investments, as there currently is a budget deficit, with all investments having to go through a due diligence process before being approved.
9. 2020/2021 Precept
Cllr Millar began by outlining a donation request of £200 from Staunton and Corse Football Club to fund the purchase of new kit to mark their centenary. All Councillors were in agreement that the donation should be made, with the Clerk to arrange this with Staunton and Corse Football Club and Corse Parish Council who are to donate an additional £200 to the same cause.
All Councillors then discussed the proposal to increase Staunton Parish Council’s precept for 2020/2021. After a discussion took place it was agreed that a £300 precept increase should be requested. This was proposed by Cllr Allen and seconded by Cllr Williams.
10.Mobile Library
Cllr Millar outlined correspondence from the Head of Library & Registration Services at Gloucestershire County Council regarding the need for a new location in which to run the library services following serious faults being found in the mobile vehicle previously used.
Cllr Millar suggested either the use of Staunton and Corse C of E Academy or Corse and Staunton Village Hall. After a discussion took place it was agreed that the location should be as central as possible with no further locations suggested. This is to be an ongoing agenda item with further discussions to take place at Staunton Parish Council’s next meeting on Tuesday 14th January 2020.
11. Quiz
Cllr Allen stated that the next fundraising quiz night will be held on Wednesday 20th November. There are currently six raffle prize donations, although more are welcome and need to be donated by Tuesday 19th November. All proceeds will be going towards the purchase of a new Speed Indicator Device.
12.Footpaths
Cllr Williams noted that the Staunton footpath survey was submitted on Tuesday 17th September with replies received from Suzanne Hopes, the Public Rights of Way Officer at Gloucestershire County Council. A site visit is to be arranged for Tuesday 26th November to discuss issues further.
