ANNUAL GENERAL MEETING

Minutes of meeting held on Tuesday 14th May 2019

Venue: Corse and Staunton Village Hall Annexe

Time: 7:30pm

Present: Councillors; B. Allen, J. Millar, A. Fardon, M.Fuller, D. Williams, E. Bradbury, B. Lewis (District Councillor), G. Millar (Clerk) and 4 Parishioners. 

 

1.    Chairman’s Welcome

Cllr Allen welcomed all present and explained the evening’s proceedings and his plans to step down as Chairman of Staunton Parish Council. 

 

2.    Receive Apologies

Apologies were received from Cllr Peach and County Councillor, Will Windsor-Clive. 

 

3.    Declarations of Interest

None declared. 

 

4.    To Elect a Chairman 

Cllr Millar explained that she was willing to stand as Chairman of Staunton Parish Council. 

The vote was unanimous in her favour. This was proposed by Cllr Fuller and seconded by Cllr Fardon.

 

5.    Chairman to sign the Acceptance of Office

Cllr Millar duly signed the Acceptance of Office.

 

6.    To elect a Vice-Chairman

Cllr Williams has previously stated he would be willing to stand as Vice Chairman of Staunton Parish Council. 

The vote was unanimous in his favour. This was proposed by Cllr Fuller and seconded by Cllr Fardon.

 

7.    Vice-Chairman to sign the Acceptance of Office

Cllr Williams duly signed the Acceptance of Office. 

 

 

8.    Standing Orders

Staunton Parish Council’s Standing Orders for 2019/2020 were approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

9.    Financial Regulations 

Staunton Parish Council’s Financial Regulations for 2019/2020 were approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

10.Councillor Delegation Arrangements 

All Councillors have agreed the delegation arrangements for 2019/2020. A copy of these arrangements can be found at www.stauntonandcorse.co.uk .

 

11.Code of Conduct

Staunton Parish Council’s Code of Conduct for 2019/2020 was approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

12.Asset Register

All Councillors approved Staunton Parish Council’s Asset Register. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

13.Insurance

Cllr Allen told all that Staunton Parish Council is still awaiting renewal documentation from Zurich for our 2019/2020 insurance. Upon receiving this insurance arrangements shall be made.

 

14.Subscriptions 

Staunton Parish Council currently only has one subscription to Freeola who are our website provider. It has been agreed by all Councillors to continue this subscription for 2019/2020. This was proposed by Cllr Fuller and seconded by Cllr Millar. 

 

15.Complaints Procedure

Staunton Parish Council’s Complaints Procedure for 2019/2020 was approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

16.Subject Access Policy 

Staunton Parish Council’s Subject Access Policy for 2019/2020 was approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

17.Press/Media Policy 

Staunton Parish Council’s Press/Media Policy for 2019/2020 was approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

18.Training and Development Policy

Staunton Parish Council’s Training and Development Policy for 2019/2020 was approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

19.Privacy Policy 

Staunton Parish Council’s Privacy Policy for 2019/2020 was approved by the Council. This was proposed by Cllr Bradbury and seconded by Cllr Williams.

 

20.Any Other Business & Public Participation   

Cllr Allen announced that having only received two donations letters to date, Staunton Parish Council will be postponing any decisions regarding donations until July, when our bi-monthly meeting shall take place on Tuesday 9th July. 

 

21.Conclusion 

Cllr Allen thanked all for attending and closed the meeting.
