Minutes of meeting held on Tuesday 8th May 2018

Venue: Corse and Staunton Village Hall Annexe

Time: 7:45pm

Present: Councillors; B. Allen, J. Millar, A. Fardon, M. Fuller, D. Peach, D. Williams, E. Bradbury, G. Millar (Clerk) and 3 Parishioners.

1.    Chairman’s Welcome

Cllr Allen welcomed all present.

 

2.    Receive Apologies

Apologies were received from Mrs. Jean Pember.

 

3.    Receive Declarations of Interest Concerning Agenda Items

A declaration of interest was made by Cllr Fuller who is Treasurer of Staunton and Corse Brownies who are to be discussed during agenda item 14.

 

4.    To Confirm the Minutes from the Previous Bi-Monthly Meeting held on 13th March/2017 Annual Parish Meeting/2018 Annual Parish Meeting

Cllr Peach explained that the Health Bus was previously stated in the minutes from the Bi-Monthly meeting held on Tuesday 13th March 2018 as coming to The Prince of Wales in Staunton on Sunday 13th May 2018, however he announced that it shall now be coming on Wednesday 23rd May 2018.

The minutes of the meetings were proposed by Cllr Williams and seconded by Cllr Fardon to be accepted as a true record.

 

5.    Approval of Audit Documents

All Councillors approved of the 2017/2018 audit documents.

This was proposed by Cllr Bradbury and seconded by Cllr Williams.

Cllr Allen signed the Annual Governance Statement and the Accounting Statements for 2017/2018.

 

6.    Approval of 2018/2019 Budget

Cllr Allen explained the higher than usual total budgeted expenditure figure. This is due to increased training and qualifications costs for Councillors and the Clerk during 2018/2019 as well as the cost of further restoration work to the Staunton War Memorial.  

All Councillors approved of the 2018/2019 budget.

This was proposed by Cllr Williams and seconded by Cllr Peach.

 

7.    Quiz

Cllr Allen reminded all that any raffle prize donations would be greatly appreciated. The date for the next quiz to be held at The Swan is Wednesday 23rd May.

 

8.    Post Office

Cllr Millar stated there is no progress to report concerning the reopening of Staunton Post Office.

She then suggested that a joint letter between Staunton Parish Council and Corse Parish Council be sent to our local MP Mark Harper stating our disappointment that the amenity has now been closed for over 7 months.

Cllr Millar has agreed to draft this letter.

 

9.    Telephone Box

Cllr Allen told all that the paint needed for the restoration of the telephone box is being sourced this week.

Cllr Fuller of Staunton Parish Council and Cllr Graham Bruce of Corse Parish Council are in communications about the renovations and have kindly donated their time to the works.

The work is due to be completed during summer 2018.

 

10.War Memorial

Cllr Williams explained that he has had difficulties in sourcing further information about the additional names to be added to the Staunton War Memorial. There are currently 23 names due to be added.

He stated that he would like to see the names added by October 2018, ahead of the centenary of the First World War.

It is proposed that the names be added on flat panels of Cornish Granite which can be engraved on both the front and back, which will leave space for any further names potentially revealed in 2025 after the MoD de-classifies the names and information of those who fought in World War Two.

Cllr Millar has agreed to contact Danny Hanby to obtain a quote once the number of names to be added is confirmed.

11.Foot/Cycle Path Proposal

Cllr Allen explained the proposal to all.

The anticipated high price of the proposed project was highlighted. This is of concern due to the lack of grants and other related funding currently available to Staunton Parish Council.

Staunton Parish Council will support all that Corse Parish Council does in relation to this proposal such as their forthcoming communications with Highways regarding the feasibility of the works.

 

12.Highways

Cllr Millar said that the Road Safety Audit results have recently been published and an inspection, concerning the use of the mini roundabout in Staunton has been undertaken.

Using these results, several suggestions for changes to improve road safety have already been made. These include re-levelling and re-positioning the mini roundabout in Staunton and introducing double white lines along the stretch of the A417 by the BP garage in Corse.

Cllr Millar also noted that the speed sign is to be relocated close to the Corse village sign as you enter into the village from the direction of Hartpury.

Cllr Millar has agreed to follow up the results of the Road Safety Audit that was undertaken outside of School Crescent and Staunton and Corse C of E Academy.

 

13.GDPR – General Data Protection Regulations

The Clerk explained the premise behind the General Data Protection Regulations and that they will be implemented from Friday 25th May 2018.

It was then explained that over the coming weeks Staunton Parish Council’s data handling procedures will be reviewed with alterations made as necessary and additional measures implemented to ensure compliance.

 

14.Donations

(Cllr Fuller was not present for this agenda item as he left the meeting at 8:15pm due to other commitments).

Cllr Allen read out the proposed list of donations to be made.

·      Village Hall - £200

·      SCATS - £100

·      Church - £250

·      Playing Fields - £450

·      Scouts - £100

·      Brownies - £100

All Councillors approved of the above proposed list of donations.

This was proposed by Cllr Fardon and seconded by Cllr Williams.

 

15.Staunton and Corse Patients Group

Cllr Peach explained that he was unfortunately unable to attend the last Staunton and Corse Patients Group meeting. However, a copy of the Staunton and Corse Surgery Patients Group Newsletter will be available to view in the bus shelter upon its publication.

Cllr Peach then stated that he has recently attended a Community Dementia Awareness Session alongside members of both Corse and Hartpury Parish Councils.

Because of attending this meeting, he has noticed a lack of signage in shops and local businesses that is easily understood by those who suffer with Dementia.

Cllr Peach encourages more business owners to attend these meetings.

He also talked further about the prospect of Staunton Parish Council joining the Dementia Action Alliance. It was agreed that Cllr Peach would complete the application form to join the Dementia Action Alliance.

In addition to this Cllr Peach also reminded all that the Health Bus will be coming to the Prince of Wales in Staunton on Wednesday 23rd May 2018 and will circulate further information and posters when available.

18.Any Other Business & Public Participation

Cllr Fardon said he has not heard anything regarding the latest crime figures since the last Staunton Parish Council Bi-Monthly meeting in March.

Parishioner, Sue Jeffries stated that the drain cover at Freedom Close is still missing. Cllr Allen has asked the Clerk to email the Forest of Dean District Council regarding this matter.

She also stated that the footpaths along Stoney Lane are overgrown, along with the footpaths between Prince Crescent and Millennium Cottages as well as between Prince Crescent and Chartist Way.

The Clerk is to contact Highways regarding this matter.

 

Cllr Allen then thanked all for attending, and his fellow Councillors for their ongoing support, and formally closed the meeting.
