Minutes of meeting held on Tuesday 8th November 2022

  1. Chairman’s Welcome

Cllr Millar welcomed all present with the following report given followed by one minutes silence to remember Tony Fardon:

 

“Welcome to our Parishioners, guest speaker & our District & County Councillors, thank you all for coming this evening.

 

This more formal opening of our last Parish Council meeting of 2022 is dedicated to our late fellow Parish Councillor & good friend Tony Fardon.  Sadly, Tony recently passed away & a vast number of us said our final farewell at his funeral at St James Church in the village last week. 

 

After much soul - searching Tony retired from his role with us on the Parish Council in 2021 after an exceptional 45 years of service as a Councillor & as Chairman for many years.  This was in addition to his involvement in many voluntary groups within the community.

 

So, we had to say goodbye to his encyclopaedic knowledge of our villages & surrounding countryside alongside his passionate care for our residents of all ages.

 

Staunton Parish Council are proud to have worked alongside not only a remarkable fellow councillor but a true friend.

 

Please can we take 1 minute’s silence to remember our friend Tony.”

 

2. Receive Apologies

Apologies were received from Cllr Fuller due to work commitments.

 

3. Declarations of Interest

4.    To confirm the minutes of the previous bi-monthly meeting and AGM held on Tuesday 12th July 2022.

The minutes of the previous bi-monthly meeting held on Tuesday 12th July 2022 were proposed by Cllr Allen and seconded by Cllr Peach to be accepted as a true record.

5.    County Councillor Report

County Councillor, Gill Moseley reported that recent de-carbonising and 20’s plenty events were helpful and well attended.

The Road Safety Policy is still to be confirmed, but there is a new tranche of related funding available for applications until January 2023. Staunton Parish Council to discuss any applications to be submitted.

All libraries in the County made available as accommodation as part of the Warm Places Initiative, with some also offering food and drink. The Swan has offered its facilities.

 

6.    District Councillor Report

District Councillor, Philip Burford reported that the Forest of Dean District Council’s hopes to purchase a waste transfer depo are progressing, which should see waste collection costs decrease significantly.

 

7.    District Councillor Report

District Councillor, Brian Lewis updated all that solar panel policy progress is being made.  

 

8.    Matters Arising:

Insurance Claim for Stolen Speed Indicator Device

Monies have now been received as part of Staunton Parish Council’s insurance claim to replace a recently stolen speed indicator device. A replacement is now on order. Upgraded security measures for the posts are also being designed. The device currently has a 6–8-week lead time.

 

9.    Build Back Better Councillor Scheme Applications

It was confirmed that funding has now been received towards Staunton Parish Council’s new Memorial Bench. However, are still awaiting an update regarding the application for funding towards a replacement noticeboard.

 

10.Prince of Wales Pub

Invited speaker, Lucy Binnie, showed all the proposed plans to include commercial units, however historic aspects will be maintained. Scaffolding is expected to be installed soon to protect the condition of the building.

 

11.Councillor Delegations

It was agreed and approved by all that Cllr Capper should be delegated a fundraising role within Staunton Parish Council. Cllr Capper also to investigate the purchase of a defibrillator.

 

12.Finance

To report the findings of an internal check of Staunton Parish Council’s financial records

Following a recently undertaken internal check of Staunton Parish Council’s finances, Cllr Williams reported that all was in order with no issues to report.

All Councillors also approved a £35 donation to the Royal British Legion for a Remembrance Wreath.

Council to discuss and approve training requests

Cllr Millar noted a request from the Clerk to undertake FILCA training at a cost of £144. This was approved by all Councillors. Proposed by Cllr Williams and seconded by Cllr Capper.

 

Council to receive and discuss 2023/2024 draft budget ahead of approval in January 2023

A draft 2023/2024 budget was presented to Councillors for consideration. Ahead of approval in January, it was also noted that the current Clerk pay scales have now been received. The creation of reserves pots was also discussed.

 

Council to discuss 2023/2024 precept

It was agreed by all Councillors to give thought ahead of January to an increase in Staunton Parish Council’s precept.

Cllr Capper stated that she will being to investigate Coronation celebration plans on behalf of Staunton Parish Council.

Cllr Williams also noted that the War Memorial is due to be cleared and cleaned ahead of Remembrance Day.
